Accomplishments

Management and Operational Safety

  • Operator exchanges that trained plant personnel to develop improved operating safety procedures and practices were completed.

  • Drafts of emergency operating instructions that promote safety through improved accident mitigation strategies were completed.

  • Valve-seat resurfacing equipment, a pipe lathe/weld-preparation machine, and a vibration monitoring and shaft alignment system for improving safety maintenance activities at the plant were provided.

  • The first phase to transfer the Systematic Approach to Training methodology and training materials developed at the Balakovo Training Center to the Smolensk plant has been completed. Pilot courses on laser shaft alignment and shift supervisor responsibilities were developed and implemented.

  • Basic equipment was provided for the development and support of training at the plant. This equipment included computers, printers, software, a scanner, overhead projectors, and various consumables and office supplies.

  • Instructors from the plant and the training center have been trained in the Systematic Approach to Training methodology and in instructor skills.

Engineering and Technology Upgrades

  • An analysis of plant-specific fire hazards has been initiated. Training has been provided to the Russian analysts. Equipment needed for safe shutdown in case of fire has been identified as the first step in determining fire vulnerability.

  • Fire doors, fire detectors, fire protection equipment, and penetration sealant material were provided to the plant to improve fire protection. Design of a fire brigade communications system has been completed. Installation of the communication system and fire detection system is scheduled to be completed in 1999.
