Shelter Implementation Plan (SIP) is developed in accordance with " Memorandum of mutual understanding between Government of Ukraine, G7 countries Governments and European Community Commission about Chernobyl NPP decommissioning", signed in December 1995. SIP was created as a result of joint efforts of international team of experts (USA, EC) and Ukraine (ChNPP). Stabilising measures and other short-term (urgent) measures with systematic development and realisation of long-term (strategic) measures of stepwise transformation of the Shelter into ecologically safe object are combined in this document.

SIP was approved at G-7 meeting in Denver in June 1997. In view of the achieved in Denver agreements International Chernobyl Shelter Fund was created for SIP realisation. European Bank of Reconstruction and Development (EBRD) manages this Fund.

The Donors Assembly was held on 4 March 1998, at which the Standard Terms and Conditions » for the SIP Grants were approved, and EBRD «Chernobyl Shelter Fund budget (open)» for 1998 was conformed. The general description of purchases the goods, works and services for SIP initial stage was published by EBRD in March 1998 (" Development Business " ¹ 482) with the total cost US$ » 40Million, which should be financed from the Grant in accordance with Chernobyl Shelter Fund rules. Actually » 100 proposals for tender were received from Western and Ukrainian firms.

The agreement with "ENERGOATOM" company concerning Grant allocation for Early Biddable Projects realisation was signed at assembly of EBRD directors on 11 May for 103,5 Million ECU, including 45,9 Million ECU for Consulting Services within Early Biddable Packages "A", "B", "C" and "D" framework.

Tender and contracts procedure between "ENERGOATOM" company and Early Biddable Packages "A", "B", "C" and "D" winners on Consulting Services the total amount of US$ 25,64Mln are completed since May till August 1998.

Within the Early Biddable Packages framework basically the preliminary researches for support of the conceptual decisions and urgent stabilisation measures at early stages of the project are carried out.

The part of urgent works on realisation SIP tasks is carried out within the framework of the bilateral contracts between US DOE and DerzhKomAtom of Ukraine within the framework of Nuclear Safety International Program in accordance with the Protocol on performance, signed in February 1997.

In 1998 PNNL delivers equipment, instruments and materials to the Shelter Object in accordance with the following bilateral contracts, realising separate parts of the SIP tasks:

  1. (Shelter) Chornobyl Dust Suppression Project WBS 3.01.02.03
  2. (Shelter) Chornobyl Dose Reduction Project WBS 3.01.02.01
  3. (Shelter) Industrial Safety Enhancements Project WBS 3.01.02.04

    The performance of the following contracts integrated into SIP is completed:

    • Shelter Nuclear Criticality Safety Project WBS 3.01.02.02 the amount of US$ 1 115 thousand;
    • The Task Order ¹ 7 " Chornobyl Unit 3/4 Ventilation Stack Bracing and Foundation Repairs" the total amount US$ » 2,25 Million, which consist of the USA (US$ 1,0 Million), Canada (US$ 800 thousand) and Ukraine (US$ 450 thousand) financial contributions.
