Dukovany Operating HistoryDukovany's operating history has been essentially free of controversy. An IAEA mission to the plant in 1989 described it as having high availabilities and load factors, with a low--and decreasing--number of unplanned shutdowns. According to the IAEA team, the number of reportable events was within the normal range, and radiation exposure of plant employees was extremely low.Inspections by teams from the IAEA have been conducted in 1989, 1990, 1991, 1993, and 1995. The 1993 visit focused on the plant's policy to prevent incidents. The team reviewed 476 events reported between 1988 and 1993, of which 383 were considered safety-relevant. It was noted that electrical system weaknesses such as cable insulations continued to undermine the reliability of electrical supplies. Deficiencies in the quality of procedures and in the maintenance and testing of 400-kV circuit breakers were also noted. The team recommended that management
The 1995 inspection reviewed modernization activities, finding that the plant had addressed the IAEA-suggested improvements for VVER-440/V213 s. Additional work included strengthening the bubbler condenser structure.
