Slovakia's Nuclear Power Program

Slovakia operates four VVER-440 reactors at Jaslovske Bohunice: two VVER-440/230s and two VVER-440/213s. In 1999, the Bohunice nuclear power plant supplied 47 percent of Slovakia's electricity. Two VVER-440/213s are located at the Mochovce site, as well. Mochovce Unit 1 was placed in operation in June 1998. Mochovce Unit 2 was placed in operation in December 1999.

In 1991, the Czechoslovakian government launched a major program to upgrade Bohunice Units 1 and 2. That program continues today under the Slovakian government.

Slovakia's Key Nuclear Organizations

  • Nuclear Regulatory Authority - Slovakian nuclear regulatory organization.

  • Nuclear Power Plants Research Institute, Trnava - organization responsible for nuclear research and development, analysis, and training.

Scope and Status of Activities

DOE's projects at Bohunice nuclear power plant have focused primarily on improving safety of day-to-day operations. Projects include development of improved operating procedures and practices (1993-1995), including enhanced training for personnel, adoption of symptom-based emergency operating instructions, and simulator upgrades. A second key area is the development of indigenous capabilities to conduct plant safety analyses (1993-2005). Projects also involve the Trnava Training Center, the training facility for plant workers.

Accomplishments

Management and Operational Safety
  • Operator exchanges that trained plant personnel to develop improved operating safety procedures and practices were completed.

  • A complete set of planned management and operational control procedures that provide safety through improved operating practices was developed and implemented at the plant.

  • An upgrade of the VVER-440/213 full-scope simulator and related software for the Trnava Training Center is in progress. As part of the upgrade, the RELAP5 computer code for the primary system model was delivered.

  • As part of the Systematic Approach to Training program, a pilot training program for training instructors was developed and implemented. Instructor skills and simulator instructor training also were provided for the Trnava Training Center.

Plant Safety Evaluations

  • A comprehensive safety assessment program conducted at the plant was used to identify design weaknesses and prioritize safety upgrades.

  • The transfer of capability to Slovakian nuclear organizations for performing analyses of confinement loads and structural response under postulated accident conditions is in progress.

  • Introductory training workshops were conducted on safety analysis tools and application methods in support of Slovakian infrastructure development for safety assessments.

  • Human reliability data is being collected at the Trnava simulator that will provide needed information to quantify operator performance. This data will be used as part of a probabilistic risk assessment of the plant.

Plant History

The construction of four units at Mochovce nuclear power plant started in 1984 but was halted in 1990 due to a lack of funds. Funds needed to complete the first two units were raised in 1996, and the first unit of the plant was commissioned in July 1998. Unit 2 began operation in December 1999.

Scope and Status of Activities

Mochovce Units 1 and 2, upgraded VVER-440/213 reactors, were started up in June 1998 and December 1999, respectively. Many safety upgrades were incorporated during the construction of these units, so no assistance to Mochovce is planned. However, staff from Mochovce did participate in several of the activities supporting Bohunice nuclear power plant.
